Job Summary
The Director, Risk Management provides enterprise-wide strategic leadership for Denver Health's clinical and non-clinical risk management programs and oversees the organization's property and casualty insurance portfolio. This role is responsible for designing and executing risk mitigation strategies, directing high-impact risk operations, and ensuring organizational compliance with regulatory and insurance requirements. The Director leads system-level risk planning, claims governance, and financial stewardship of risk and insurance programs, supervising a multi-disciplinary team of risk managers, analysts, and claims professionals.
Serving as the organization's senior subject matter expert for insurance and enterprise risk, this role collaborates closely with executive leaders, operational leaders (with particular focus on the partnership with Quality), external regulatory bodies, and insurance partners to safeguard Denver Health's patients, workforce, and assets.
Essential Functions:
Provide enterprise leadership and strategic direction for Denver Health’s risk management program, establishing systemwide priorities, policies, and long-range strategies to reduce exposure and strengthen organizational resilience. Lead and develop a high-performing, multidisciplinary risk management team, ensuring effective workforce planning, talent development, performance management, and leadership coaching at scale. (30%)
Oversee the design, negotiation, and procurement of Denver Health’s enterprise property & casualty insurance portfolio, ensuring optimal coverage, financial stewardship, and alignment with organizational risk tolerance. Lead enterprise risk finance and data strategy, including development and maintenance of risk management information systems to track and produce detailed, accurate reports of key indicators and data for loss trending, actuarial data reporting, exposure analytics, and integration of risk insights into leadership decision-making. Ensure compliance with state insurance and regulatory requirements, including regulatory filings, captive governance activities, and formal interactions with regulatory agencies and auditors. (20%)
Serve as the organization’s senior technical advisor on insurance and contractual risk, providing expert consultation on program design, indemnification strategy, credentialing inquiries, and issuance of insurance documentation. Partner with Corporate Finance and Legal leadership to ensure accurate financial planning, reserve management, recordkeeping, contract review, and support for captive insurance operations. (20%)
Provide executive oversight of claims management, including litigation management, reserves, incident evaluation, and insurer/broker/actuary partnerships to support prompt, cost-efficient resolution of claims. (10%)
Direct clinical risk management operations, including major event investigations, RCAs, regulatory reporting, and executive-level communication of findings and system-level mitigation strategies. (10%)
Continuously evaluate emerging industry trends, innovations, and regulatory shifts in clinical risk, risk finance, claims management, and enterprise insurance, recommending enhancements to strengthen Denver Health’s risk posture. (10%)
Education:
Bachelor's Degree in Risk Management, Insurance, Finance, Business or related field required,
- OR -
Equivalent experience with industry certifications (e.g., CPCU, ARM, RPLU, CPHRM) required in addition to minimum work experience.
Masters Degree strongly preferred.
Work Experience:
10 + years of progressively responsible risk management, insurance, or risk finance experience required.
At least 6+ years in leadership roles at the departmental or system level required.
Knowledge, Skills and Abilities:
Extensive experience with captive insurance programs is required.
Experience partnering with and influencing executive leaders, insurers, brokers, actuaries, and regulators.
Proven ability to lead large, complex projects and manage departmental or program budgets.
Advanced proficiency in Microsoft Office and risk information systems.
Excellent communication skills, including the ability to present complex risk concepts to senior leadership and governing bodies.
Advanced knowledge of risk finance, risk mitigation strategies, and healthcare risk management.
Deep expertise in insurance program structure, underwriting, and negotiation
Executive-level claims and litigation management experience.
Advanced analytical and data interpretation skills (loss trending, actuarial concepts, risk information systems).
Knowledge of state and federal insurance regulations and captive insurance governance.
Strategic leadership, systems thinking, and enterprise planning.
Complex problem-solving and decision-making skills.
High-level communication, facilitation, and presentation skills.
Ability to influence and partner effectively with senior executives and external regulators.
Strong organizational, prioritization, and project management capabilities.
