Job Summary:
The Network Assistant Vice President (AVP), Facilities provides leadership and direction for the planning and stewardship of engineering and facilities maintenance operations for all network sites (Valhalla, Charity, Health Alliance and Mid Hudson Regional). The Network AVP, Facilities provides vision, direction, focus, guidance, support, prioritization, and strategic oversight for managerial, supervisory, technical, and administrative staff; determines priority of work unit efforts; develops and implements programs, processes, and procedures that result in high levels of individual and organizational performance and effectiveness for all regional sites.
Responsibilities:
- Ensures resources are in place to respond to daily service request work orders; oversees routine and preventive maintenance and repair programs and processes for all elements of the campus physical plant, to include HVAC/R, electrical systems, carpentry, masonry, painting, elevators, building automation controls, plumbing systems, fire alarm systems, fire suppression systems, regulatory testing for multiple systems annually, roofing repairs, access control, Americans with Disabilities Act projects.
- Oversees Major Maintenance program, to include roofing replacements, waterproofing repairs, masonry repairs, window replacements, elevator refurbishments, underground utilities, renewal of roads/lots/walks; develops policy for, and makes funding decisions for, the major maintenance program; applies experience and technical knowledge about maintenance and construction techniques to daily decision making; oversees all work in progress; supports the capital construction program; provides periodic campus-wide facilities condition assessments and ensures data gathered is useable for strategic planning.
- Envisions and develops work practices and processes that result in accurate and timely tracking of work requests, preventive maintenance efforts, labor and material costs; analyzes periodic reports detailing performance of the business unit; oversees unit purchasing and accounting functions; reviews and approves select financial transactions; ensures staffing levels are appropriate; oversees contracted transactions with vendors, contractors, and architectural/engineering firms.
- Collaborates with Senior Leadership on the development of the strategic plan for the Facilities department and oversees implementation related to the engineering and building maintenance functions of all regional sites.
- Prepares department's operating and capital budget in conjunction with Leadership. Responsible for monitoring department's budgets and expense trends for regional sites.
- Responsible for ensuring protocols are in place for energy management to promote energy conservation and maximize utility rebates.
- Proactively connects with campus peers and partners for the purpose of ensuring positive lines of communication, cooperation, and coordination of activities; encourages the expression of concerns about services from Facilities; adapts organization as needed to ensure a high level of service delivery to regional sites.
- Drives the utilization of technology to the work unit, such as computerized maintenance-management systems (CMMS), mobile platform work order systems, building automation systems (BAS), construction project tracking, fleet management systems, computer-aided design systems (CAD).
- Directs, coordinates and evaluates operational programs with the Directors of Engineering at the regional sites.
- Assures all protocols, policies and procedures are in compliance with the Medical Center's policies and procedures, collective bargaining agreements, the Det Norske Veritas (DNV), New York State Health Department, and all other applicable regulatory bodies.
- Demonstrates competence complying with healthcare regulatory agencies such as but not limited to, Det Norske Veritas (DNV), Joint Commission, OSHA, PESH, CMS, DOH, OMH, etc. .
- Collaborates with Infection Control and Quality departments on applicable risk assessment, quality metrics, and safety measures.
- Partners with construction teams to support major and minor construction projects, new renovations, etc. Leases with third party vendors and subcontractors as necessary.
- Responsible for reporting to the Environment of Care Quality Council and other committees on an as needed basis.
- Negotiates, establishes, implements and maintains vendor contracts for equipment utilization and repair; contracts with external agencies for independent contractors.
- Authorizes purchases and the use of supplies and equipment in conformity with established contracts and standards.
- Conducts needs analyses and makes recommendations for equipment repairs, replacements, upgrades, or capacity additions.
- Collaborates with department heads for individual department facility needs and resolution of issues related to the engineering and maintenance services.
- Oversees the management of appropriate levels of staff recruitment, performance, training and development for department staff.
- Ad hoc duties as assigned.
Qualifications/Requirements:
Experience:
7-10 years of progressive experience in facilities management or similar department, including minimum of 4 years in a management role in a healthcare facility or related field, required. Ability to read, interpret, and understand construction documents, product specifications, sequences of operation, control drawings, and other technical data.
Education:
Bachelor's degree required.
Licenses / Certifications:
P.E., M.Eng., or CFHM, preferred
Other:
Knowledge of regulatory compliance with NFPA, DNV, fire, utilities and hazardous materials safety standards. Knowledge of: HVAC and refrigeration systems and equipment, steam and hot water generation systems, medical gas and vacuum systems, emergency power supply systems, fire protection systems, water and sanitation systems, safety and security systems, and building envelope systems. Comprehensive knowledge of current concepts in facilities management. Expertise in standards related to hospital engineering and building maintenance.
