Golden Valley Health Centers is seeking a seasoned Director of Procurement for our Merced site! This position will require an initial full-time on-site presence, with telecommuting capabilities increasing over time.
Responsible for overseeing the procurement (purchasing) process and functions while ensuring compliance including managing purchasing functions of materials/supplies or services and capital projects purchases; and managing vendor contracts including administering, negotiating, bidding coordination, reviewing, filing, and evaluating for availability, price, term, and quality of products. Additionally, this position is responsible for maintaining, ordering, planning, implementing and controlling the efficient, effective flow and storage of goods, services, and related information while ensuring compliance.
This position will work out of our Atwater Office
Schedule is Monday – Friday, 8:00am – 5:00pm
Essential Duties and Responsibilities
Lead and direct the work of purchasing staff including hiring, training and supervising.
Responsible for adherence to performance management standards.
Direct the day-to-day management of procurement processes to ensure that goals are maximized and resources are used effectively and efficiently.
Responsible for identifying opportunities for cost savings and seeks ways to control costs without compromising patient safety, or quality of care of services delivered. Recommend changes to purchasing programs and/or procedures as a result.
Ensure that quotations, statistical data and services proposals from vendors are analyzed to determine the best value for the organization.
Review and monitor major and capital purchases to ensure its compliance with company policies, procedures and budgets.
Track and update capital projects regularly and make recommendations to change orders and approval as appropriate.
Manage the review process for new items requested, including reviewing catalogs, websites, and other source materials to obtain all necessary information for ensuring that prices, specifications, and delivery dates are reviewed and compared.
Facilitate the standardization of products and optimize services and supply utilizations through effective collaboration with other departments.
Continually improve purchasing methods/processes. Recommend workflow, policy, and procedure changes.
Negotiate with vendors and group purchasing organization discounts on goods and services.
Develop, administer and negotiate the bid process and vendor contracts (e.g. prepare specifications, evaluate bids, recommend vendors, etc.).
Manage, monitor, review and analyze bids and quotes with suppliers, including the negotiation of service agreements and vendor contracts.
Research and evaluate vendors/contracts to ensure they are in compliance with government regulations (e.g. vendor debarment and suspension regulation).
Evaluate vendors to ensure its performance is aligned with established specifications.
Review and maintain good record of purchasing files and records (purchase orders, contracts, etc.) to ensure its compliance with company policies and procedures and ensure the availability of documentation.
Responsible to develop, implement, review and update policies, procedures, process and ensure compliance to OMB and other regulations.
Maintain compliance and ensure all departments are compliant with procurement policies and procedures.
Back up purchasing staff to include ordering, reviewing, and processing/issuing of purchase order.

Proficient in Microsoft Office Applications (Excel, Word, etc.).
Demonstrate effective communication and problem-solving skills.
Demonstrate aptitude and precision working with numbers.
Knowledge of purchasing policies processes, and procedures.
Knowledge and ability to negotiate best vendor terms and pricing.
Ability to work independently and perform functions with little or no supervision in a timely manner with acceptable quality.
Strong interpersonal and communication skills.
Highly organized, detail oriented, and able to multi-task.
Ability to learn new software/processes.
Valid CA Driver’s License, reliable transportation, acceptable driving record, and liability insurance.
Must be able to lift up to 25 pounds occasionally and push up to 50 pounds (on wheels) on rare occasions.
Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to clients and staff.
Must have vision with or without lenses that is adequate to read memos, a computer screen, personnel forms and clinical and administrative documents.
Must have high manual dexterity.
Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouching, reaching, kneeling, twisting/turning, fingering and feeling.

Bachelor’s Degree in Business Administration, Accounting, Economics or related field required. Master’s Degree preferred.
Minimum of six (6) years of work experience with demonstrating progressive responsibility in purchasing or related field required.
Minimum two (2) years of supervisory experience.
