Key responsibilities and objectives:
Under the guidance of the President & Chief Executive Officer (CEO) and through appropriate delegation to key management positions, the Vice President & COO is responsible on a day-to-day basis for the program operations, the delivery of clinical and administrative services, and the quality of patient care provided by the Sheppard Pratt Health System (SPHS) and the Physicians P.A.
Program operations include: inpatient hospital and partial hospitalization programs, outpatient programs, clinical research, specialty programs, and other crisis/access programs geared to the provision of world-class mental health and addictions treatment.
With the CEO and the Chief Financial Officer (CFO), take responsibility for the planning and implementation of the annual budgets of the Health System and P.A.; direct the accomplishment of operational goals and objectives within the approved budget.
Work to ensure the health system's regional presence, growth, and expansion through new program development and growth, expansion into new market areas, and appropriate affiliations, partnerships, and joint ventures.
Partner with Development/Philanthropy and develop mutually beneficial relationships between community leaders and the health system.
A professional level of knowledge of health care management theory and practice, mental health system and service delivery management, budgeting, personnel management, and the ability to communicate effectively - acquired through the completion of a degree in health administration, public health, business administration, finance or a related field.
A comprehensive knowledge in the areas of finance; behavioral healthcare management; clinical program design and outcome assessment; lean transformation; information technology; marketing and sales; human resource management; facilities & support operations; requirements of accreditation and licensing bodies; and managed care - acquired through thirteen or more years of progressively more responsible experience, including at least 5 years' experience in behavioral healthcare management.
Problem-solving and conceptual skills in order to evaluate the organization's effectiveness and direction; to formulate short and long-term operational and financial goals, objectives, trends, and policies; to evaluate specific programs and their contribution to the organization; and to conceptualize and seek new opportunities for expansion and partnership from planning and design through implementation.
Interpersonal skills sufficient to represent the health system to community leaders, regulatory agencies, TJC, the Department of Health, and others; to effectively manage and direct staff and operations; to speak knowledgeably and persuasively to internal and external sources, and internal staff and committees; and to negotiate contracts.
